African Centre for Science and International Security will host a one-week regional workshop on developing nuclear safeguards-related regulatory documents. Facilitated and sponsored by the U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) International Nuclear Safeguards Engagement Program, the workshop is aimed at helping nuclear newcomers develop the necessary nuclear safeguards infrastructures for safe, secure, and peaceful nuclear power programs in sub-Saharan Africa.
This workshop will cover the process of developing safeguards regulations for nuclear facilities for participants from nuclear regulatory authorities from Ghana, Kenya, and Nigeria. It would target countries that have made comparable progress with developing their national nuclear legislation – those beginning to consider and draft safeguards-related regulatory documents for future civil nuclear power programs. The workshop would include discussions of the issues and challenges associated with regulatory document development, highlighting experiences from countries that have completed the process and sharing lessons learned – possibly other African countries.
Workshop training materials would include model safeguards regulations to be reviewed during breakout sessions, wherein participants from each country would meet with a technical writer to review the model safeguards regulations and ask country-specific questions. In the breakout sessions, participants would also review specific country scenarios and modify or develop corresponding regulations. Additionally, the workshop would introduce information regarding effective flow-down of regulatory requirements into facility operating procedures and to facilitate an IAEA safeguards inspection at a nuclear power plant.
This will be a closed workshop, meaning that participation will be by invitation only. The costs of travel, food and accommodation covered by the IAEA.
